A 9lb strip roast will cost about $175 if its not on sale. Don't know too many folks in this economy who can afford to drop that kind of cheddar on a piece of meat.
Also, more than 90% of all beef produced in the US is grass fed. Feeding cattle grass is an industry standard, not the exception. The exception are grain fed cattle. You have to go out of your way to find grain or "corn fed" cattle in this country. When you do find it, its going to be expensive because corn is very expensive to use as primary feed source. Also, cattle have 4 chambered stomachs that have evolved to process and digest grass, not grains. Grain can easily collect and begin to ferment in the cow's gut making them sick.
On the financial end of things, grain is expensive and on any scale larger than a hobby farm, grain is cost prohibitive to use as a primary feed source. Grass is abundant and it happens to be renewable and free.
"Grain fed" and "Pasture fed" are marketing terms used to inflate the price of beef per pound. Nothing more.

I'm not a butcher shop snob….I buy meat at the grocery store too…but this cut is one you want from a butcher shop. Tell them what you are doing and they will cut and trim exactly what you need. Most butchers enjoy the odd request, like a 9 pound strip steak 😂, and will make it real nice.

I would pan sear any piece of meat when it's at room temperature before roasting.

By the time you have cleaned this all up the meal will be on to it's longer term fate and thetaste a distant memory as your guests have long since departed. You need a preparation to clean up ratio.
